Police make arrest in murder case
Police have arrested a 22-year-old male for the murder of the woman found dead near St. Edward’s University last week.
Billy Ray Byers Jr. has been charged with first-degree murder, according to an Austin Police Department press release. His bond has been set at $2 million.
The victim, 65-year-old Rosemary Lorraine Borges, lived in an apartment complex at 1718 Woodward St., Austin Police Sgt. Hector Reveles told reporters at a press conference on Oct. 18. Borges lived about a mile from where she was found at The Heights, an apartment complex next to St. Edward’s.
Borges, who was blind and used a walking stick, was found Sunday between the curbside of South Congress Avenue and The Heights after police received a 911 call at 10:35 a.m. on Oct. 16, Reveles said.
“She was in a partially clothed state,” Reveles said, adding that she had suffered “traumatic injuries. It was a brutal death.”
Reveles said Borges was “a low-risk victim” who did not engage in activity that would put her at risk for murder.
“This is tragic,” Reveles said.
The Austin-American Statesman followed Byers when he was released from the Texas Youth Comission in 2008 and did a seven part series on him.
